ORGANIZATION AND AREA INFORMATION: Nestled in the central part of Southeastern Arizona’s Gila Valley, the City of Safford is a thriving rural Arizona City. With a population of just over ten thousand, it is the largest municipality in Graham County. Incorporated as a town in 1901 and becoming a city in 1955, Safford has become the major hub for Southeastern Arizona. The City of Safford as an organization has multiple different departments and over 230 staff members including full time employees, seasonal employees, volunteer firefighters and councilmembers to staff all the different positions at the City. The City also provides all utilities for its residents and other residents in surrounding areas. In addition to the major utilities of gas, water, electric, sewer, and sanitation, the City has a landfill and airport that service the county.
SUMMARY: Under general supervision, operates heavy equipment in the operation and maintenance of the City’s landfill.
DISTINGUISHING CHARACTERISITICS: This is an entry level position within the landfill division of Public Works and is distinguished from the next level position by the absence of the ability to serve as a lead worker in the training and reviewing of work of others. This position reports to the Landfill Supervisor.

- Operates heavy equipment such as scrapers, crawler tractors with a dozer blade, landfill blade or bucket attachment, compactors, roll-off refuse trucks, loaders, motor graders and pneumatic tire scrapers.
- Conducts pre-operation inspections of equipment, including checking and maintaining all fluid levels and identifying equipment problems and report problems for repairs.
- Performs preventative maintenance on equipment including oil and various filter changes, lubrication, checking wear prone parts and components and cleaning of equipment and vehicles.
- Compiles daily equipment reports, provides and monitors all records of solid waste entering the landfill for industrial and commercial customers.
- Assists in collecting use fees, preparing invoices for charge customers and estimating the volume of refuse deposited on site for weekly landfill operations reports.
- Assists with covering the Scalehouse in emergency situations when Customer Service Representatives are not available, ensuring customer needs are processed timely and efficiently.
- Participates in training in order to stay current on Scalehouse operations to be able to cover.
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS:
Education, Experience, Certifications and Licenses:
- High School diploma or equivalent GED certificate, or equivalent experience.
- Two (2) years work experience in general construction, heavy equipment operation or landfill workor any combination of training and work experience that provides the required knowledge and skills.
- Valid State of Arizona Driver’s license with the ability to obtain a Class B license with Tanker endorsement within twelve (12) months of hire (Class A preferred but not required). Testing for commercial learner’s permit and/or endorsement tests must be completed with Motor Vehicle Division within six (6) months of hire. (Required to maintain employment).
- Ability to obtain Municipal Solid Waste (MSW) Management Facility Waste Screening certification (Inspector) within six (6) months of being hired into position. (Required to maintain employment).
Substance Abuse Testing:
- This position is considered a safety sensitive position and is subject to new hire and random drug and alcohol testing as outlined in the Alcohol & Substance Abuse policy listed in the Human Resources Personnel Manual.
Required Knowledge and Skills:
- Knowledge of laws and regulations pertaining to the collection and disposal of solid waste.
- Knowledge of operation and routine maintenance of diesel and gas-powered heavy equipment and other equipment used in solid waste disposal operations.
- Knowledge of basic computer operations.
- Knowledge of safe work practices.
- Skill in reading and complying with complex laws and regulations.
- Skill in operating bulldozers and other heavy equipment.
- Skill in reading and following surveyor grade stakes.
- Skill in following and effectively communicating verbal and written instructions.
- Skill in directing youth workers or inmates.
- Skill establishing and maintaining effective working relationships with other staff, supervisor, and the general public.
