City of Safford Seeks Properties for Free Environmental Assessment and Revitalization

 SAFFORD, AZ — The City of Safford is inviting property owners, developers, and community members to nominate vacant, abandoned, or underutilized properties for a free environmental assessment through a regional brownfields revitalization initiative. These assessments aim to help unlock redevelopment potential and support long-term economic growth in the community.

This opportunity is made possible by a $500,000 Brownfields Grant awarded in 2023 by the U.S. Environmental Protection Agency (EPA) to the SouthEastern Arizona Governments Organization (SEAGO). The grant supports revitalization efforts in Graham, Greenlee, and Santa Cruz Counties, including the cities of Safford, Clifton, Nogales, and Patagonia.

Through this program, qualifying sites can receive a Phase I and/or Phase II environmental assessment, asbestos and lead-based paint testing, and cleanup planning at no cost to the property owner. There is no obligation to take further action after the assessment, and all findings are made available for the owner’s use.

When a property’s environmental history is unknown or poorly documented, it can delay sales, hinder development, and make it difficult to secure financing. This grant helps eliminate those barriers, making properties more attractive to investors and easier for owners to redevelop or repurpose.

“Programs like this help us turn challenges into opportunities,” said Safford Mayor Richard Ortega. “We’re proud to offer resources that reduce the barriers to redevelopment, increase property values, and promote economic growth here in Safford.”

To date, six properties have already received assessments through the program. Funding is available through September 2027 but is awarded on a first-come, first-served basis. Property owners and community members are encouraged to act quickly and submit a Site Nomination Form to take advantage of this no-cost resource.
