City of Safford General Plan Update

The City of Safford is updating its General Plan. Arizona law requires all municipalities to update their general plans every ten years, following the State’s public involvement procedures. Based on Safford’s current population, the State Statutes also mandate that the City present the updated plan to voters for ratification. The General Plan guides decisions regarding land use, development/redevelopment, housing, transportation, infrastructure, the environment, public services, economic growth, parks, recreation, trails, open space, historic preservation, cost of development, and overall community character within the city. It also identifies growth areas. As part of the General Plan Update process, the City of Safford invites residents, property owners, businesses, employers, community and service providers, regional partners, special interest groups, and other stakeholders to participate in the 2026 Safford General Plan Update public meeting. The meeting aims to engage with people from all parts of the community and offers multiple opportunities for input, including an interactive survey and visioning exercise.
